LTO's License Plates' New Features Are Not Working

MANILA, Philippines - So the Land Transportation Office (LTO) proudly presents their new LTO license plates packed with features only they could know. Since all cars are required to change their old license plates to these new ones, a concerned citizen made a test himself to know whether or not these "features" are really worth it.

On a facebook post by Paul Uy, he said that he tested the license plates using a high density ccd type barcode scanning device with medium and close range but the scanner was not able to read the barcode. With that, netizens expressing their anger with LTO who claimed that these new features are said to improve road safety and illegal practices.

As per Jun Abaya (Transportation Secretary):
"These new plates will help improve road safety by curbing illegal practices such as tanggal-plaka or plate removal and switching, which is prevalent in carnapping and colorum operations. They will help enforcers catch criminals, and enhance safety for the public."

We are calling the attention of LTO officers to kindly explain why the barcode on the license plates were not detected by the barcode scanner used. Is there a scientific explanation to this? Is the barcode only readable by a special type of scanner that only LTO has?
